In a few cases the measurment is made from stellar content. This is the case for elliptical galaxies.

Twice the rotation velocity of the gas (logarithm of km/s) with uncertainty and quality flag in parentheses
This quantity is the logarithm of a radio line width. It corresponds roughly to log of twice the velocity rotation.
